Questions people ask before they file
Timelines, costs, documents and the limits of what a Paraguayan residency does for you.
Residency information is general and for orientation only. Eligibility, timelines and outcomes are determined by the relevant authorities, and applications are handled by licensed local partners.
Is this legal?
Yes. Paraguay's personal income tax (IRP) is levied on Paraguayan-source income, as defined in Article 48 of Ley N° 6380/2019, so income arising abroad is generally outside that base. Two things to know: services rendered to Paraguayan clients count as Paraguayan-source wherever you perform them, and the business income tax (IRE) has a wider source rule that reaches foreign bank interest and foreign dividends. Which applies to you depends on how you are registered.
What is the residency timeline?
You obtain temporary residency first, valid for up to 2 years. You then apply to change category to permanent residency in the three months before the temporary card expires. Naturalisation is separate and governed by Article 148 of the Constitution, which requires at least three years of settled residence in the national territory, regular exercise of a profession or occupation in the country, legal age and good conduct.
How long does it take in practice?
In our partner's own cases the initial temporary residency process has typically run 3–6 months end to end, or around 2–3 months with the Priority Processing add-on. Those are estimates from experience, not official figures — the migration authority publishes no processing-time commitment, and timing depends on your documents and on the authority.
Can I do this as a US citizen?
Yes. US citizens obtain Paraguayan residency on the same basis as other nationalities. What Paraguayan residency does not do is end US tax filing obligations: the United States taxes its citizens on worldwide income regardless of where they live. Reliefs such as the Foreign Earned Income Exclusion exist and are indexed annually — take the current-year figure from the IRS rather than from any provider, including us, and speak to a US tax adviser about your position.
What documents do I need?
The main documents are:

- Proof of income or financial solvency
- Proof of address in Paraguay

Do I need to speak Spanish?
No. Translation is provided for every document and every interaction with government officials, and you are accompanied in English on your visits to Paraguay.
Will I still have to file taxes at home?
That is decided by your home country, not by Paraguay. Most countries apply their own residence tests — days of presence, whether a permanent home remains available to you, and where your centre of vital interests sits — and some apply exit taxes or continue to treat you as resident for a period after departure. Establishing Paraguayan tax residency and notifying your home authorities is the start of that conversation, not the end of it. US citizens are taxed on worldwide income regardless of residence. Take advice in your own jurisdiction before assuming an outcome.
Can I bring my family?
Yes — dependants are one of the twelve economic-solvency categories the migration authority publishes, and spouses and children of Paraguayan nationals have their own separate permanent-residency route. Family members are not automatically granted identical rights, so the right answer depends on your situation. Ask for a family package and we'll quote it.
What if my application is rejected?
The Dirección Nacional de Migraciones decides, and states that submitting documents does not presume approval and that further documentation may be requested. Nobody can guarantee an outcome, and we would be cautious of anyone who does. What we can do is pre-check your file before it is filed, work with you on anything the authority queries, and reapply where that is possible. Refund terms are set out in our Terms & Conditions.
