Resale certificates for dropshippers: state-by-state acceptance
Paying sales tax on goods you are reselling is pure margin loss, and it is entirely avoidable. The obstacle is that the certificate that works with one supplier in one state may not work with the next.

Sales tax is meant to be paid once, by the end consumer. A resale certificate is how you tell a supplier that you are not that consumer — you are buying to resell, and the tax will be collected further down the chain.
Why the supplier cares
If a supplier has nexus in the state where goods are delivered, they may be required to charge tax on that sale unless they hold documentation that it is exempt. Without your certificate, the safe course for them is to charge you — and they will.
In a dropshipping arrangement this bites more often than in ordinary wholesale, because the goods are delivered to your customer's address rather than to you. That means the relevant state is the customer's, which changes with every order.
The three acceptance positions

| Requires registration in that state | You must be registered there and provide that state's own certificate. The hardest case, and the reason some dropshippers end up registered in states where they have no other obligation. |
Getting it right operationally
- Register in your home state first and obtain a certificate. Almost everything downstream depends on having one.
- Complete a multi-state uniform form where the states you sell into accept it. One document, many states.
- Lodge certificates with each supplier before the first order, not after the first invoice arrives with tax on it.
- Diarise expiries. Some states time-limit certificates, and a lapsed one means tax starts appearing on your invoices again.
- Keep copies. If your own sales are ever audited, the certificates you issued are part of the picture.
Do not misuse it
A resale certificate is a statement that the goods are for resale. Using one to buy equipment, samples for personal use, or anything you will consume yourself is a misuse with penalties attached, and it is not a grey area. If you want a sample for yourself, pay the tax on it.
